Social Impact (SI) is a Washington, DC-area international development management consulting firm. We provide monitoring, evaluation, strategic planning, and capacity building services to advance development effectiveness. We work across all development sectors including democracy and governance, health and education, the environment, and economic growth. Since 1997 we have worked in over one hundred countries for clients such as US government agencies, bilateral donors, multilateral development banks, foundations, and nonprofits.

BHA Background:

USAID established the Bureau for Humanitarian Assistance (BHA) in 2020 to bring together USAID's Offices of U.S. Foreign Disaster Assistance (OFDA) and Food for Peace (FFP), with the goal of providing efficient and impactful emergency disaster response and humanitarian aid around the world. BHA is staffed by humanitarian and disaster response experts and works within various international development sectors.

Proposal Objective:

SI is pursuing a 5-year contract with USAID/Bureau for Humanitarian Assistance (BHA) to provide Third Party Monitoring (TPM) services to a variety of BHA's ongoing projects in non-permissive countries around the world.

Position Description:

SI is seeking to build a roster of professionals to eventually fill TPM positions as needed by USAID/Bureau for Humanitarian Assistance (BHA) for their various projects. This roster will include a variety of professionals with different skillsets and backgrounds in international development and TPM. Positions will include a range of experience levels, up to Senior level roles. Responsibilities and qualifications will vary depending on each position.

**Candidates should be eligible to work in non-permissive countries which BHA has projects in, including but not limited to, Afghanistan, Iraq, Yemen, Somalia, Nigeria, Sudan, and Central Africa.**

General TPM Position Responsibilities:

  • Lead, support, and or participate in the implementation of the TPM activities in accordance with SI's TPM processes.
  • Lead, support, and or participate in the planning and execution of TPM tasks and work closely with local data collection partners. Tasks may include developing and finalizing tool kits, data collection tools, and data collection schedules, and training local partners, data collectors, and supervisors.
  • Lead, support, or participate in the technical data collection protocols and supervise data collection work by the local partners. Data collection protocols may include personally interviewing key informants, conducting focus group discussions, ensuring site inspections and photo taking, and supervising data collection.
  • Ensure high-quality data during data collection and data cleanup and analysis.
  • Lead, support, or participate in ongoing and progressive data analysis and developing TPM findings and conclusions based on SI flagging system and data visualization and reporting templates.
  • Manage a consortium of partners providing data collection and analysis services.
  • Ensure production and completion of quality reports and TPM products.

General TPM Position Qualifications:

  • Educational and experience requirements differ based on position level. Below are the required qualifications starting with the least senior level roles and ending with the most senior level roles: Bachelor's degree plus 5 years relevant experience, Master's degree plus 8 years relevant experience, Master's degree plus 10 years' experience, PHD plus 10 years' experience.
  • Candidates should have experience in one or more of the several sectors BHA prioritizes: Agriculture, Economic Recovery and Market Systems, Food Assistance, Health, Humanitarian Coordination, Information Management, Assessments, Humanitarian Policy, Studies, Analysis, or Applications, Logistics, Monitoring and Evaluation, Natural and Technological Hazards, Nutrition, Protection, Shelter and Settlements, Water, Sanitation, and Hygiene (WASH)
  • Eligibility to work in non-permissive counties which BHA has projects in is required.
  • Fluency in written and spoken English required. Proficiency in local languages may be required or preferred dependent upon position.
  • Strong background in humanitarian assistance programs related to USAID
  • Experience in designing and implementing monitoring systems for USAID's programs
  • Commanding knowledge of USAID project planning and procedures for development and humanitarian activities.
  • Experience developing TPM tools, policies, protocols, and materials.
  • Experience implementing the principle of "Do No Harm" throughout their work of collecting, recording, storing, and transferring data, and reducing potential negative effects from TPM interventions.
  • Considerable experience designing and conducting TPM activities
  • Proven experience providing technical support to TPM projects, M&E support projects, and/or large-scale evaluations.
  • Considerable experience in conducting data collection, analysis, and reporting
  • Proven experience and ability to effectively manage a varied workload, meeting tight deadlines and schedules.
  • Outstanding management, reporting and communications skills required.
  • Demonstrated ability to produce and edit reports and technical documents.
  • Excellent computer skills, particularly in statistical software, qualitative analysis, and visualization tools/software, windows, and Microsoft Office applications.
