Dashboard Developer, Baseline Study for the U.S Strategy to Prevent Conflict and Promote Stability in Haiti

Project Objective

In August 2022, The United States Agency for International Development (USAID) awarded International Business Initiatives Corporation (IBI) the Evaluation Survey Services Plus (ESS+) contract to support USAID/Haiti and its partners with evaluations, survey and study support, capacity building and learning events, and in-country Third Party Monitoring. IBI partnered with SI to implement the USAID Haiti Evaluation and Survey Services Plus (ESS+) Activity.

USAID/Haiti has engaged Haiti ESS+ to conduct a baseline study in Haiti to inform the implementation of the U.S. Strategy to Prevent Conflict and Promote Stability (SPCPS). This baseline will help inform the development of a Haiti Monitoring, Evaluation, and Learning (MEL) strategic plan to assess the effectiveness and overall success of the SPCPS. This baseline study serves as an update to the context analysis and extensive research done during the SPCPS development and is a critical component of the MEL strategic plan.

Position Description:

Haiti ESS+ is seeking a Dashboard Developer consultant to support the Baseline Team in all technical and management aspects of the SPCPS baseline. The Dashboard Developer will create dashboard reports, collaborate with different staff; more specifically with the Team Leader, Subject Matter Expert on Citizen Security, Evaluation Specialist, and GIS Specialist to define, design, develop, and deploy dashboards.The baseline level of effort is approximately 3 - 4 weeks (from 15 to 20 days). This position will be entirely remote.

Roles and Responsibilities

  • The Dashboard Developer must have advanced knowledge of technical and functional designs for databases and reports and strong analytical skills.
  • Develop databases and/or dashboards using current software.
  • Develop advanced reporting, analytics, and dashboard solutions.
  • Maintaining, securing, and operating databases and ensures that data is correctly stored and retrieved.
  • Performing and documenting data analysis, data validation, data mapping/design.
  • Understand reporting database schema/model, identify joins/tables, and perform data analysis.
  • Build presentations of the dashboards using a variety of user interfaces.
  • Code and maintain complex components of information systems.
  • Use SQL to write complex queries and store procedures.
  • Ensure the highest level of reliability and validity of the information being transmitted.
  • Providing quality assurance on design, development, testing, deployment and support of dashboards and reports.
  • Have a good understanding of data processing and analysis.
  • Participate in all meetings and strategic planning of this baseline if needed.
  • Perform other miscellaneous duties as assigned.
  • Maintaining a good working attitude and professional relationship with the evaluation team in particular: Haiti ESS+, Government of Haiti counterparts, local authorities, local organizations, USAID, and other program partners
  • Collaborate with the SI headquarters and Haiti ESS+ staff with strategic and operational planning to implement the approved work plan.

Qualifications:

  • Bachelor's degree in mathematics, computer science, or information systems or other related disciplines.
  • Advanced knowledge of programming languages including JavaScript, HTML5, Java, C++, PHP and Python
  • Competency in Excel (macros, pivot tables, etc.)
  • Experience using Tableau Software
  • Extensive experience in developing, maintaining, and managing Tableau driven dishoards & analytics and working knowledge of Tableau administration/architecture.
  • Solid understanding of SQL, rational databases, and normalization.
  • Proficiency in use of query and reporting analysis tools.
  • Good communication skills.
  • Ability to work as part of a team or individually on a project.
  • Advanced level of Tableau with a minimum of 5 years of experience using Tableau and designing dashboards
  • Strong analytical skills and attention to detail
  • Practical experience in database management
  • Strong writing and oral presentation skills.
  • Must be fluent in English. French and Haitian Creole skills are highly desired.
