Haiti Evaluation and Survey Services Plus (ESS+)

ProjectObjective

In August 2022, The United States Agency for International Development (USAID) awarded International Business Initiatives Corporation (IBI) the Evaluation Survey Services Plus (ESS+) contract; to support USAID/Haiti and its partners with evaluations, survey and study support, capacity building and learning events, and in-country Third Party Monitoring. IBI partnered with SI to implement the USAID/Haiti Evaluation and Survey Services Plus (ESS+) Activity.

USAID/Haiti has engaged Haiti ESS+ to conduct a Final Performance Evaluation to assess the performance of ATTEINDRE. USAID ATTEINDRE/ATTAIN is a four-year activity which aims to provide targeted support to MSMEs to become bankable enterprises, enabling them to grow, become more competitive and generate jobs. As a result of ATTEINDRE, MSMEs will have more growth opportunities, thus contributing sustainably to household income, business expansion, and job creation. This, in turn, leads to increased household resilience and more inclusive economic growth.

Position Description

Haiti ESS+ is seeking an expat Team Leader (TL) consultant to lead all technical and management aspects of the ATTEINDRE Final Performance Evaluation. The TL will be expected to work closely with the evaluation Assistant Team Leader/Subject Matter Expert on economic growth, job creation and Micro, Small Medium Enterprise (MSME) development; the Research Specialist, the local data collection firm, the Haiti ESS+ team, as well as the SI headquarters project management team to ensure quality and timely deliverables.

The evaluation level of effort is approximately 10 - 12 weeks (from 60 to 72 days), inclusive of two to three consecutive weeks (18 days) of data collection and analysis.

Roles and Responsibilities

  • Manage and lead the team in a respectful and transparent manner, ensuring achievement of deliverables during the evaluation.
  • Provide quality assurance on analytic issues, including methods, development of data collection instruments, protocols for data collection, data management, and data analysis.
  • Lead and coordinate the ATTEINDRE Final Performance Evaluation design, implementation, analysis, and authoring of the final report.
  • Assign responsibilities and tasks among team members.
  • Oversee the training of all engaged in data collection, ensuring the highest level of reliability and validity of data being collected.
  • Lead analysis for all data, and coordinate the analysis, assuring all quantitative and qualitative data analyses are done to meet the needs for this evaluation.
  • Provide oversight on the data collection and analysis, ensuring data quality.
  • Take ultimate responsibility for writing all reports associated with the project including, but not limited to the inception/design (including tools) as well as the draft and final reports in conformity with SI and USAID regulations, and the scope of work.
  • Manage all deadlines and record maintenance-including, but not limited to, collecting, and managing quantitative data, producing notes for all qualitative data collection events for delivery to USAID.
  • Assist Haiti ESS+ in maintaining good working relationships with USAID, Government of Haiti counterparts, local authorities, local organizations, and other program partners.

Qualifications

  • Minimum of a master's degree in economics, Business (MBA), MSc in Finance, Public Policy or other Business development/finance or economic related field.
  • Documented track record of 10 years' experience in leading and supporting evaluations and/or assessments and organization skills necessary to successfully manage and coordinate a technical team.
  • Demonstrated experience in evaluating economic growth activities is required.
  • At least 5 years' experience of a statistical package vis. STATA or SPSS.
  • Expertise in quantitative methodologies. Experience in qualitative methodologies (interviews, focus group discussions, etc.) to collect the required data in a timely manner.
  • Strong background in finance, capacity building, and micro, small and medium enterprise (MSME) development.
  • Ability to understand financial mechanisms and infrastructure MSME and know how to foster relationships with diverse local counterparts, including government representatives, MSME, donors, and donor-funded implementers.
  • Excellent interpersonal skills, including experience successfully interacting with host government officials, civil society partners, and other stakeholders.
  • Sound knowledge of Haitian social, economic, and political dynamics is a plus.
  • Proven leadership and organizational skills to successfully support the team.
  • Experience as Team Leader on a quantitative-intensive evaluation, preferably with a USAID evaluation.
  • Excellent interpersonal, facilitation and presentation skills with fluent spoken, written, and reading abilities in English and French strongly preferred (Haitian Creole is highly desirable).
  • Excellent writing skills, including experience writing evaluation and/or assessment reports.
  • Work experience with USAID is an asset.
