Job Description

ANALYGENCE is seeking a Deputy Program Manager for a pending bid to support USAID Bureau for Policy, Learning and Resources (PLR) with institutional support services to program offices at USAID Missions.

  • Provide full time institutional support staff to the USAID Bureau for Policy, Learning and Resources (PLR).
  • Provide short-term technical assistance (STTA) and surge support to PPL and USAID Missions overseas.
  • Support a smooth transition of existing institutional support contractor staff from multiple Agency contracts to the new contract.
  • Integrate learning and adaptive management throughout contract implementation.
  • Minimum Secret clearance required
  • A minimum of ten years of relevant full-time professional experience in project management, contract administration, professional and organizational development, and/or personnel management and recruitment
  • Master's degree in a relevant field (May substitute equivalent, relevant full-time professional experience for a degree)
  • Experience in senior management of U.S. Government contracts of a similar complexity
  • Knowledge of USAID programs and policies
  • Proven experience in adaptive management and leading organizational learning
  • Demonstrated understanding of the principles of Diversity, Equity, Inclusion, and Accessibility (DEIA) and Equal Employment Opportunity
  • Background in Performance Management and Professional Development of personnel including development of Individual Learning and Training Plans (ILTP)
  • Excellent communications and client relations skills
  • Proficient in Microsoft Office Suite to include Teams or similar workplace chat and videoconferencing tools

Preferred Qualifications

  • Top Secret Clearance
  • Project Management Professional (PMP) Certification
  • Experience with the USAID Bureau for Policy, Learning and Resources
  • Experience overseeing programs with overseas personnel
