Job Description

Hill International is seeking a Cost Engineer in San Juan, Puerto Rico


  • Supports development and maintenance of Project Control Plan / Cost Management Plan / Schedule Management Plan.
  • Develops process maps for project processes and drafts project procedures as required
  • Lead monthly report preparation, including charts, graphs, and narratives.
  • Prepare earned value analysis and reports
  • Develop project cost performance metrics and reporting; deliver performance reports on a recurring basis.
  • Develop and maintain cost models and deliver forecasting reports on a regular basis.
  • Develop and maintain project dashboards (e.g., cost, schedule, quality, risk heat-map).
  • Support risk management activities (risk probability and impact assessments, Monte Carlo Analysis, contingency estimation, risk register updates).
  • Leads the compilation of financial, schedule, risk, change control, quality, safety, and other project status data for monthly, quarterly, or ad-hoc reporting to client and other stakeholders.
  • Identifies and employs technology solutions to collect data, manage data flows and streamline reporting work processes.
  • Prepares supporting narratives for monthly, quarterly, and ad hoc reports.
  • Performs cost, budgetary, and statistical analysis as directed
  • Support analysis and evaluation of contractor claims
  • Develop executive level presentations and reports.
  • Perform other project controls support functions as needed.

  • Must have a minimum of 7 years' relevant experience in Project Controls and/or Capital Program Financial Reporting.
  • Prior experience with cost engineering and cost reporting / forecasting on a major project or program ($300MM+) preferred. Experience with civil infrastructure projects or rail projects strongly preferred.
  • Excellent writing skills required.
  • Four-year college degree in Science, Technology, Engineering, Architecture, or Construction Management REQUIRED. Master's degree preferred. Additional experience beyond the base requirement will be considered in lieu of degree.
  • Experience using ORACLE Primavera P6 scheduling software or construction estimating software is a plus.
  • Must be proficient in Microsoft applications used for report preparation (i.e. Microsoft Excel, Word, PowerPoint, Visio)
  • Must be capable of managing, processing, and/or merging data sets over 1000 records using Excel (pivots, queries, filters); SQL database knowledge a plus.
  • Proficiency with one or more MS Power Platform business application and data visualization tools (PowerApps, PowerAutomate, PowerBI) is strongly preferred.
  • Able to present complex data clearly and concisely.
  • AACE or PMI Certification highly preferred
