Job Description

Hill International is seeking a Project Manager in Washington, D.C.


  • Manage Task Order packages through all required steps for pre-award and post-award of Task Orders, and assist with the resolution of technical and procurement issues
  • Actively engage and coordinate Procurement actions which includes scope writing, preparation of RFP packages, leading the evaluation of technical proposals, evaluating price proposals, facilitating negotiation sessions, and developing task order procurement and award documentation.
  • Coordinate the Change Management process and develop applicable documentation including the evaluation of merit for claims.
  • Monitor schedule, budgets, invoicing, and Disadvantage Business Enterprise (DBE) participation levels.
  • Establish and maintain communication with all internal and external stakeholders while acting as a liaison to the Client's Task Manager.
  • Coordinate close-out of Task Orders and assist with completion of required documents and files, and support review of financial compliance.
  • Perform other duties as assigned.

  • Bachelor's degree from an accredited university in Engineering, Business, Construction Management, or related field.
  • 10+ years' experience coordinating large projects with complex schedules and budgets.
  • Understanding of FTA procurement regulations.
  • Excellent attention to detail with strong understanding of quality processes.
  • Knowledge of Microsoft 365 applications.
  • Strong oral and written communication skills.
  • Ability to work well in a team environment.
  • Ability to work independently on fast-paced, complex projects of large scope.

Preferred Qualifications/Skills

  • Local to the D.C. metropolitan area. This is anticipated to be a hybrid position, with 3 days per week reporting to an office.
  • 5+ years with transit or transportation capital improvement projects.
  • Experience with SharePoint, Procore, eBuilder.
  • Ability to develop and evaluate procurements, contracts, and estimates for professional services.
