Position: Junior Engineer

Position Summary:

The Junior Engineer role provides Public Key Encryption/Infrastructure (PKE/I) Certificate Issuance Infrastructure Management in accordance with the Defense Information Systems Agency (DISA) Joint Service Provider (JSP). The team shall provide engineering and policy support, including the Microsoft Domain joined end-user workstations, laptops, and tablets.

The overall objective of DISA JSP Identity Assurance (IDA) Support Services is to provision identity verification and issuance of strong credentials (e.g., name, Department of Defense [DoD] ID number) for access to DoD-protected online resources leveraging the DoD Public Key Certificates. DISA JSP IDA provides responsive and high-quality IDA services to JSP, Office of the Secretary of Defense (OSD), Chairman of the Joint Chiefs of Staff (CJCS), Joint Staff (JS), Department of the Army (DA), Pentagon Force Protection Agency (PFPA), Washington Headquarters Services (WHS), and other external customers to meet their mission and business requirements.

Clearance Eligibility: Active DoD - Secret

Salary: The salary offered will depend on education, certifications, length, and relevance of work history, and professional experience.

DUTIES AND RESPONSIBILITIES:

  • Provide Tier III and Tier IV support to include platform services, solutions engineering and testing, identity and endpoint security, risk management, and field services.
  • Provide technical assistance for IDA-related deployments, including planning, engineering, testing, troubleshooting, and also installation work, including the distribution of software to workstations and servers.
  • Assist and coordinate with the network operation staff to ensure that patch levels are current, and that Assured Compliance Assessment Solution (ACAS) and Secure Technical Implementation Guide (STIG) compliance is maintained.
  • Outstanding customer support and knowledge transfer.
  • Test and evaluation of new Common Access Card (CAC) and middleware releases, updates, and patches.
  • Resolve application bugs and defects and submit new functional requirements.
  • System Administrator and User documentation and guides.
  • Assistance with integration of PKI and related IDA technologies into current and future systems.
  • Review of and assistance with proposed engineering changes and upgrades.
  • Representation at DoD IDA meetings and working groups.
  • Perform third-party key recovery.
  • Provide deployment, operation, maintenance assessment & authorization, and life cycle planning support.
  • Manage, track, and support the development of the SharePoint SIPRNet Token Request Portal detailing the RA services provided.
  • Provide IDA support services during COOP events.
  • Maintain a SharePoint repository for all information related to the program.
  • Create and maintain the policy associated with the ECA Only Locally Trusted (OLT) PKI. Ensure the policy includes DoD Certificate Policy (CP), Certification Practice Statement (CPS), Certificate Profiles, and other supporting policy documents and approvals.
  • Perform annual compliance audits of the root and issuing Certification Authorities (CAs) to ensure compliant operations of the roots and issuing CAs.
  • Operate and maintain the root CAs. Operate and maintain in accordance with the applicable CP and CPS. The operation responsibilities include the creation and publication of Certificate Revocation Lists (CRLs) and Subordinate (Issuing) CA signing ceremonies.
  • Provide technical support to the JSP Solutions Engineering and Testing Team for any new JSP ECA-related installation and network expansion activities, which shall be up to three new Business Requirements Documents (BRD) per year.

Education and Certification Requirements:

  • DoD 8570 IAM Level I (e.g.: Sec+)
  • Bachelor's degree in a related field

Background and Experience:

  • 5 years of experience in Information Assurance / cybersecurity
  • 5 years of experience in technical positions focusing primarily on DoD or Federal PKI or PKE
  • 5 years requirements identified can be concurrent and/or overlapping.

Required Technical Skills:

  • Experience in the DoD or Federal agencies dealing with the technical aspects of enabling strong authentication and robust logical access control through the use of public key cryptography and related technologies.
  • History of installing, configuring, and troubleshooting IDA-related products, conducting hands-on evaluation, and testing of IDA-related technologies, and dealing with vendors to resolve technical issues.

PHYSICAL DEMANDS AND WORK ENVIRONMENT:

  • General office environment. Work is generally sedentary but may require movement about the office for up to 10% of the time. The working environment is generally favorable. Lighting and temperature are adequate, and there are no hazardous or unpleasant conditions caused by noise, dust, etc. Work is generally performed within an office environment, with standard office equipment available.
  • Contractor site with 0-10% travel possible
  • Possible off-hours work to support releases and outages.
  • Occasional movement of small articles up to 10lbs
  • Must be able to remain in a stationary position 50% of the time.
  • Continually operates a computer and other office productivity machinery.
  • Occasionally required to move self in different positions to accomplish tasks in various environments including tight and confined spaces.
  • Continually required to communicate information and ideas so others will understand.
  • Continually utilize visual acuity to operate equipment, read technical information, and/or use a keyboard.
