Overview

Nisga'a CIOPS provides hands-on experienced services to civilian and DoD programs worldwide. Delivering highly skilled, cleared personnel who provide services on five continents for a portfolio of customers.

Summary:

The HR Specialist Analyst Lead will support the Bureau of Prisons (BoP) contract. The Lead HR Analyst will play a key role in managing the job classification and compensation processes, ensuring alignment with industry standards, regulatory requirements, and internal equity principles. The ideal candidate will possess in-depth knowledge of classification and compensation principles, strong analytical skills, and the ability to lead projects and initiatives in a dynamic environment.

Responsibilities

Essential Job Functions:

    Lead the development, implementation, and maintenance of the organization's job classification and compensation programs.
  • Serve as a subject matter expert on classification and compensation matters, providing guidance and support to HR staff, managers, and employees.
  • Will summarize findings and research in written products of various types, including tables, charts, short summaries, as well as longer memos, presentations, and reports, conduct broad and in-depth research on various problematic issues within the BOP.
  • Prepare recommendations that are accurate and practical in application, to include cost benefit and cost impact considerations, interpretation of relevant policy, regulations and precedents, develop and/or make recommendation on BOP wide policies and programs through the collection and analysis of statistical information.
  • Conduct operations research using innovative analytical approaches and application of techniques in a creative manner to solve complex, difficult problems by formulating study methodologies and recommending improvements to increase efficiency and effectiveness, organize working groups and chairs meetings.
  • Serve as a advisor to the Heath Services Division concerning Title 38 pay provisions, and liaison to the Human Resources Management Division in developing methods to objectively assess the need to expand Title 38 to other health care occupations.
Qualifications

Necessary Skills and Knowledge:

  • Proficiency in Microsoft Office Suite and Adobe Acrobat.
  • Excellent communication and presentation skills with the ability to translate complex data insights to BOP management.
  • Strong project management skills, with the ability to manage multiple projects simultaneously and deliver results within established timelines and budgets.
  • Ability to thrive in a fast-paced, dynamic environment and collaborate effectively with cross functional teams.

Minimum Qualifications:

  • Bachelor's degree in Human Resources, Business Analytics, Statistics, Data Science, or a related field OR equivalent years of experience in lieu of degree.
  • Minimum 5 - 6 years of experience in workforce analytics with a proven track record of leveraging data to drive business outcomes.
  • Experience working with HR information systems and HR-related data sources; experience with HRIS implementation.
  • Ability to pass a background check.
  • Ability to obtain a Public Trust clearance.
  • Must have the ability to pass a drug test if requested.

Preferred Qualifications:

  • Master's degree preferred.
  • 2 to 4 years of experience supporting Federal Customers (Department of Justice, DOJ highly preferred).

The salary range for this position is $98,943.20 to $108,943.20 per year.
