The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

The Acquisition and Technology Analysis Group within JOID provides the Defense Advanced Research Projects Agency (DARPA) technical expertise for decision support to ensure technical overmatch for the U.S. Armed Forces against any potential adversaries. Our team of experienced military, technical, and operations research analysts is skilled exploring cutting-edge technology and helping government program managers evaluate, select, and manage research programs to transition promising technologies and ensure U.S. military forces retain technological superiority in the future.

SPA has an immediate need for a Deputy Team Lead for Commercial Strategy to provide onsite support in Arlington, VA.

Responsibilities

The Commercial Strategy Deputy Team Lead will work as part of an exciting team to provide expert business, technology advancement, and commercialization support in a demanding, and fast-paced professional environment. Primary objectives are to support the Chief of Staff in establishing and managing Commercial Strategy operations and oversee the coordination and execution of priority commercialization initiatives to advance the Commercial Strategy mission. Will provide proven experience influencing Federal budgeting, managing Front Office operations for a Federal agency, and deploying technologies for the DoD/IC. Work closely with the Chief of Staff to provide executive support and strategic and operational guidance in executing the Commercial Strategy mission. Support the Chief of Staff in establishing and managing Commercial Strategy operations including supervising the execution of core commercialization initiatives. Oversee Tech-to-Market Team operations by serving as the Front Office coordinator for the Embedded Entrepreneurship Initiative (EEI), DARPA Commercial Accelerators, New Ventures, and Commercial Strategy special projects. Lead cross-functional teams to drive strategic Commercial Strategy projects. Serve as a liaison to Commercial Strategy stakeholders including DIRO leadership, performers, tech offices, commercial entrepreneurs, investors, academia, DoD, and other government partners to strengthen relationships and accelerate commercialization opportunities. Provide expert counsel on DoD budget and Congressional appropriations processes. Direct Commercial Strategy communications in coordination with the Communications Lead to implement the Front Office communications strategy. Manage the development of correspondence, briefing materials, and preparation of Commercial Strategy leadership for all internal and external engagements. Ensure compliance with DARPA and DoD policies, regulations, and security standards.

Qualifications

Required Qualifications:

    Bachelor's degree
  • Active TS/SCI clearance
  • 10+ years of relevant experience advising and supporting principals in Congress, Executive Agencies, and DoD on national and economic security priorities
  • 3+ years of experience directly serving a Cabinet-level Front Office or Executive Office official
  • Demonstrated record of managing cross-functional teams, executing communications plans, and advising a Cabinet-level official to advance Front Office strategic priorities
  • Proven history influencing the Congressional appropriations process including experience directing executive funding decisions for national security and emerging technology priorities at the Office of Management and Budget (OMB)
  • Prior experience establishing a DoD/IC agency accelerator program including developing the program strategy and securing the budget
  • Previous success establishing and expanding interagency and industry partnerships to accelerate transition and commercialization of DoD/IC technologies
  • Excellent analytic, communication, and critical thinking skills with the ability to synthesize complex and technical concepts
  • Strong leadership skills along with strategic vision to effectively implement strategies, balance competing priorities, and meet operational objectives in a dynamic environment

  • Experience scaling new technologies for a DoD/IC agency
  • Proven record of influencing national and economic security policymaking in the White House and Congress
