Overview

In accordance with applicable ICD, NISPOM, and IDA/C&C security standards and practice procedures, the incumbent is responsible for the operations and security of the Sensitive Compartmented Information Facility (SCIF) and Sensitive Compartmented Information (SCI) programs, including responsibility to ensure the established procedures are followed for care and handling of classified and unclassified information within the SCIF and on C&C's computer systems. This includes authorization and access levels, and developing applicable computer security policies (SSP) as directed by the Sponsor and mechanisms that monitor user compliance. Individual functions as the Contractor Special Security Officer (CSSO), Facilities Security Officer (FSO) and Computer Security Administrator (CSA) for the IDA/C&C facility. Directly/indirectly supervises up to 35 employees consisting of the Security Guard Force and may include Security Administrator, Document Control Custodian, Guard Captain and Classified Library. #IDAjobs

Responsibilities

  1. The Security Manager is responsible for ensuring the overall administration and supervision of the Special Security functions, including physical, personnel, TEMPEST, and SCI security matters including developing and maintaining the physical security standards and practices for the physical protection of employees, assets, equipment and property. Responsible for the operation and security of the Sensitive Compartmented Information Facilities (SCIF) and Sensitive Compartmented Information (SCI) and Special Access Programs. Conducts SCIF self-inspections in preparation for security audits. Responsible for the implementation and support of pertinent USG, Sponsor, and widely accepted industrial security directives and provides guidance on all special security matters.
  2. Works with IDA/CCS leadership in addressing cross-functional issues and concerns. Coordinates with division management and project leaders to ensure SCI tasks are supported and completed as directed by project sponsors. Coordinates with the Sponsor's Contracting Officer Representative (COR) concerning billet management, the preparation of the DD 254, requests for SCI access for staff members. Maintains effective independent liaison with management and executive personnel in appropriate government, industrial organizations, and other IDA divisions. Works closely with General Counsel to ensure alignment between security and privacy compliance programs including policies, practices and acts as a liaison to the information systems and compliance departments.
  3. Administers security actions; investigates security violations including all internal required inquiries, oversees visitor control, process visit request and country clearances, prepares, provides and conducts collateral and program briefings, approves and provides security training. The Security Manager coordinates the transmission of SCI clearances for the IDA staff visiting government and industrial SCI facilities as well as vetting information for visiting government representatives and the representatives of other industrial SCI facilities.
  4. Administers COMSEC programs, ensuring protection, determining and enforcing access to appropriate individuals based on clearance level and need to know. Briefs staff members when appropriate. Safeguards, accounts for, and maintains all COMSEC materials; those received, distributed, shipped and stored. Monitors the reported inventories on COMSEC materials including hardware, keying materials, and maintenance manuals. Reports to applicable NSA offices of Records. Maintains COMSEC training, accounts and records.
  5. Oversees Document Control, managing the processing and life cycle of all materials, while coordinating the distribution of sponsor related materials. Ensures the proper logging, classification, authorization checks, and tracking systems are in place and followed. Works closely with Document Control to manage the annual inventory of accountable holdings in accordance with policies and procedures, and manages classified destruction program. Responsible for processing and maintaining COR authorizations and approved Defense Courier Service DD Form-10 for required staff.
  6. Oversees the supervision of the guard force in day-to-day activities; ensures that adequate scheduling is maintained, security provisions are followed, proper training is provided, and issues or problems are resolved. Provides the appropriate personnel staffing and management of the security department. Ensures supervisors are performing appropriately, training is conducted, and evaluation of performance is timely and well documented.
  7. May serve as the Insider Threat Program Security Officer (ITPSO) maintaining the Facility's Insider Threat program. Maintains applicable practices and procedures, guides the Insider Threat Working group in collecting relevant and approved information and advices the Insider Threat Review group of a potential insider threat or changes in Federal policy. Identify organizational protection goals and objectives, ensuring they are consistent with corporate security strategic plans.
  8. Maintains liaison with Sponsor and Industrial Security Groups and organizations, attends national security conferences and engages with other security professionals to stay current with and influence changes in NISPOM and DoD security requirements. Develops team objectives, goals and strategically organizes annual requirements and audits.
  9. Compiles data and formulates the annual budget for the Security Department; provides appropriate financial management for all security related functions to the (MCO). Captures relevant security metrics as required. Provides large-scale project management for security projects, including planning, budgeting and implementation. Negotiate allocation of resources and deadlines.
  10. Responsible for updating and maintaining the electronic Contractor Position Roster Log (eCPRL) as well as the IDA/C&C facility specific roster. Coordinates, prepares, submits and tracks Unofficial Foreign Travel (UFT) request for staff. Provides Country Specific Briefs and Anti-Awareness Training to staff as required. Conducts Personnel Security paperwork review and submittals in accordance with applicable directives. Processes Security Forms (SF86) in support of adjudication process.
  11. Liaise with other IDA/C&C Security staff; Information System Security Officer (ISSO) and Information System Security Manager (ISSM) to ensure security policies and procedures are in compliance with IDA, government and customers' requirements.
  12. Works with Project Leaders and Senior Researchers to develop solutions to new regulations or new issues. Develop solutions, which meet regulatory requirements and the needs of the mission (i.e., SCAMP, workshops, PODs). Responsible for obtaining clarification on new or changes to policies and works to resolve security issues. Influences new policies through relationships with government agencies.
  13. Performs other duties as required.

Qualifications

  • Bachelor's degree and six years' experienceOR High school diploma and ten years' experience in relevant field or combination of education and equivalent experience in a corporate or government environment managing special security, communications security and DoD processes and procedures to include interpreting and applying ICD, NISPOM and other Intelligence Community and DoD Security Policies and Practices.
  • Successful completion of Sponsor SCI Contractor Special Security Officer (CSSO) and Indoctrination Overview Course Certification within six months of obtaining clearances.
  • Must have extensive knowledge of building, accrediting and managing secure facilities across the IC Community.
  • Demonstrated ability to manage sensitive projects and coordinate activities within deadlines; experience working in teams and/or matrix environment.
  • Possess excellent interpersonal skills and the ability to communicate effectively, both orally and in writing with all levels of staff, stakeholders and external personnel.
  • Successful completion of criminal background check is required.
  • Must be able to obtain and maintain TS/SCI clearance with full-scope polygraph.
  • Active TS/SCI clearance with full-scope polygraph, preferred.
