Position Description

Company Logo CRA, Inc., a Northern Virginia based government contractor exclusively dedicated to providing homeland security consultation services to Federal, State, local governments, key private industries, and critical infrastructures, is currently recruiting for an Analyst II.



Supervised by:      Project Manager

Position Description:

The Analyst II will work closely with their Project Manager, other team members and clients to develop, design, coordinate, and conduct a wide range of prevention-focused and emergency management-focused assessments, planning, training, technical assistance and exercise activities. Provide technical support to the clients in the design, development, execution, and control of conferences, seminars, multi-media presentations and exercises.  Products include the entire range of Homeland Security Exercise and Evaluation Program (HSEEP) exercise formats. Responsible for preparation of all exercise documentation to include scenarios, briefings, exercise plans, player/controller/evaluator handbooks, Master Scenario Events List (MSEL) and associated messages, and After Action Reports.  Requires travel and coordination with Federal, State, Local, Tribal, and Private Sector organizations and planners throughout the United States and internationally.  

Essential Functions:

  • Contribute to planning, decision-making, and policy development.
  • Write final reports and make presentations.
  • Contribute to business development efforts.
  • Develop and facilitate meetings to include logistics, scheduling, and communication with participants.
  • Serve in the roll of Facilitator, Controller, or Evaluator during the conduct of HSEEP exercises

Required knowledge, skills, and abilities:

  • Knowledge of the intelligence community and law enforcement duties focused on preventing criminal and terrorist incidents.
  • Knowledge of the emergency management community and emergency responder duties focused on responding to both man-made and natural incidents.
  • Knowledge of the public health community and hospital systems focused on preparing for mass illness/mass causality incidents.
  • Knowledge of the Homeland Security Exercise and Evaluation Program (HSEEP).
  • Exceptional Skill in both verbal and written communications.
  • Skill in the use of common business software applications including: Microsoft Windows XP, Microsoft Word, Microsoft Excel, Microsoft PowerPoint, Microsoft Access, Microsoft Internet Explorer.
  • Ability to work in a staff-matrixed environment
  • Ability to travel up to 30%.

Required education and experience:

  • Bachelor’s Degree.
  • 2 Years of team-oriented and project-based experience; experience in private sector government contracting preferred.

Description of physical demands and work environment:

On average, the individual filling this position will spend 70% of their time working at a desk in a typical office environment in their assigned work location; 20% of their time traveling and attending meetings in public buildings across the United States; and 10% of their time conducting exercises in a variety of environments (including auditoriums, public safety facilities, fields, etc.) across the United States.

Clearance Requirements:

Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; Secret clearance is required
